GROUND EFFECT MACHINE RACE ON LAKE BURLEY GRIFFIN - CANBERRA

REGULATIONS

Introduction
The regulations and conditions governing the ground effect machine race on Lake Burley Griffin at a time to be nominated, during the Canberra Day Celebrations on 14th Mar. 64 have been laid down by the Canberra Branch of the Royal Aeronautical Society.

This competition shall be conducted by the Canberra Branch of the Royal Aeronautical Society under the following regulations and conditions laid down by a ground effect machine race committee composed of members of the Canberra Branch of the Royal Aeronautical Society, hereinafter referred to as "The Committee".

Note: No permit to fly or certificate of airworthiness will be required. All intending entrants are strongly advised to hold adequate insurance coverage for all third party risks and to take every precaution against damage to property during trials. Mandatory insurance requirements are outlined in regulation 6.1.

1. General. The prize will be awarded to the entrant who fulfils the conditions outlined herein, and is judged by the committee to be the winner.
2. Prize. The main prize will be at least £A100,
3. Eligibility. Anyone may enter.
4. Conditions of Entry.
     4.1 Machine
               4.1.1 The machine shall be a heavier than air ground effect machine, and shall be                           capable of hover and movement over any relatively level surface.
               4.1.2 The use of lighter than air gases shall be prohibited.
               4.1.3 The machine shall be controlled by its crew over the entire course.
               4.1.4 No limit shall be imposed on the lift or propulsive power, or size of the machine.
               4.1.5 No part of the machine shall be jettisoned during any part of the flight including take                          off.
               4.1.6 The machine shall be handicapped according to its performance which shall be                          ascertained by the Committee in a series of official trials to be carried out at a time                          prior to the race.
               4.1.7 The machine entered in the race shall be the machine which was tested in the                          official trial. No alterations shall be made to the machine subsequent to the official                          trials.
               4.1.8 The fuel to be used in all engines will be that selected by the Committee.

     4.2 Crew.
               4.2.1 The crew shall be those persons in the machine during take off and flight and there                          shall be no limit set to their number.
               4.2.2 The crew for the actual race shall consist of the same number of persons which                          crewed the machine during the official trial.
               4.2.3 A ground crew shall be permitted to assist in handling the machine before take off                          and after landing.
               4.2.4 For safety reasons the Department of Interior requires that each member of the                          crew wear a suitable flotation jacket in the event that the machine sinks.

     4.3 Ground Conditions.
               4.3.1 All official trials and the actual race shall be made over Lake Burley Griffin on a                          course to be approved by the Committee.
               4.3.2 All trials shall be made in still air which for the purposes of these regulations may                          include a wind not exceeding a mean speed of approximately 10 knots during the                          period of flight.
     
     4.4 Course.
               4.4.1 The course shall be an equilateral triangle of side one half mile and embracing two                          turning points.
               4.4.2 The race shall be started with the machine at the starting line in a hovering or                          stationary condition.
               4.4.3 During the race the machine shall be flown clear of and outside each turning point.                4.4.4 Tho starting and finishing lines shall be lines through the apex of the triangle. The                          starting line shall be a line at right angles to the first leg of the course and the                          finishing line shall be a line at right angles to the last leg of the course.
               4.4.5 The machine shall cross the finishing line in order to qualify for finishing the                          course.

     4.5 Observation. Every official trial, and the actual race, shall be observed by the Committee or             by any body or persons authorized by the Canberra Branch of the Royal Aeronautical             Sociaty to act as observers.

5. Application For Entry.
     5.1 Entry forms may be obtained from the Secretary of the Canberra Branch of the Royal             Aeronautical Society:-

     5.2 The entry fee shall be £1 per machine entered. For financial members of any branch of             the Royal Aeronautical Society entry is free.
     5.3 Each application form for entry shall contain an application for official observation of the             competitors preliminary trial.
     5.4 The entrant shall undertake to abide by the conditions for official observation as set out on             the application form and shall undertake to defray all his own expenses incurred in
            connection with the official observation of the preliminary trial.
     5.5 Entry forms and applications for official observation of a preliminary trial must be received             by the Secretary of the Canberra Branch of the Ruyal Aeronautical Society at least 30 days             prior to the proposed date of the trial. Applications will be considered in order of receipt             and at the discretion of the Committee arrangements may be made to hold a number of             trials.

6. General Conditions.
     6.1 Insurance. The entrant must undertake to insure, on behalf of himself and his crew,             representatives, or assistants; against third party risks in connection with the official trials             and the actual race to a minimum amount of £20,000. Evidence that such insurance has             been effected must be produced to the official observers prior to the official trial and the             actual race. (The premium for this cover is not expected to exceed £1.)
      6.2 Eligibility and Acceptance of Entries. In any question regarding the acceptance of entries,             eligibility of entrant, pilot, crew or machine, under these regulations the decision of the             Committee shall be final.
     6.3 Supplementary Regulations. The Committee reserves the right to add to, amend, or omit             any of these regulations and to issue supplementary regulations.
     6.4 Interpretation of Regulations- The interpretation of these regulations or any of the             regulations hereafter issued shall rest entirely with the Committee. The entrant shall be             solely responsible to the official observers for due observance of these regulations and             shall be the person with whom the official observers will deal in respect thereof or any             other question arising out of this competition.
     6. 5 Responsibility for Injury or Damage to Poperty.
            The Canberra Branch of the Royal Aeronautical Society accepts no liability for injury to any             person or damage to property arising out of this competition. Participants enter at their             own risk.
